Decatur Resident Publishes Biography of Judge In Civil Rights Era

Anne Emanuel is a professor at the Georgia State University Law School.

Decatur resident Anne Emanuel recently published a biography of federal judge Edward Parr Tuttle, who ruled on numerous landmark civil rights cases as chief judge of the 5th Circuit during the 1960s.

“Elbert Parr Tuttle: Chief Jurist of the Civil Rights Revolution” has received favorable reviews. On the National Public Radio website, journalist Nina Totenberg said:

Emanuel is a professor of law at Georgia State University and clerked for Tuttle during his time on the Fifth Circuit. She has also practiced law and clerked for Chief Justice Harold Hill of the Georgia Supreme Court

The biography was published by the University of Georgia Press.
