Dekalb County near Decatur and super-close to Avondale Estates has a big problem with phantom roads. Here is one named Broad Street that shows on DOT maps extending almost to Ponce. Dead end is right though. The road is just abandoned and the County lets it languish instead of returning it to the surrounding property owners. Dekalb County government is a failed entity.
Economic development is not something they really think much about in Dekalb. Too passé for them I suppose.
