State Rep. Mary Margaret Oliver (D-83, Decatur) is pre-filing a bill in the General Assembly next week that would require communities to follow a two-year process before incorporating as a city.

Her comments came during a Thursday night town hall meeting in which members of DeKalb County’s legislative delegation met with constituents. A major topic of discussion during the meeting was the incorporation of Brookhaven as a city.

“We are definitely in a trend of municipalization,” she said. “But the economic viability of Brookhaven has to be analyzed on some level, and with some participation from its neighbors.”

Thursday evening’s public hearing – the first of three the delegation will hold before the 2012 legislative session begins in January – was held at Chamblee Middle School.

State Rep. Mike Jacobs (R-80, Atlanta), who was also present, is the author of a bill that would incorporate Brookhaven into a city.

Oliver also said she plans to pre-file legislation to stagger the terms of DeKalb Board of Education members beginning in 2012. She introduced a bill during this year’s session that would reduce the size of the board from nine to seven members.
